On Friday 13 April, Jess Brown-Fuller visited the Summer Lane Wastewater Treatment Works to see first-hand how Southern Water’s multi-million pound upgrade is supporting both the local environment and planned housing growth in the area.
The recently completed £21 million investment has significantly increased capacity at the Pagham site. The project included the installation of a series of large tanks for treatment and stormwater storage, alongside new pipework, upgraded safety systems, and improved electrical infrastructure to support operations.
As a result, the works can now treat more than 60% additional wastewater to a higher standard, and reduce the number of ‘spills’ from storm overflows. These improvements are expected to enhance water quality in the nearby Pagham Harbour and the Rife for years to come, with capacity available should there be further development locally.

However, wider concerns around Southern Water’s capacity remain. During recent inspections by the Environment Agency, several issues were identified across Southern Water sites, including inadequate maintenance, poorly maintained screening equipment, and shortcomings in storm tank management.
Speaking after the visit, Jess highlighted ongoing wastewater issues at other wastewater treatment sites in the constituency, including a lack of capacity at the Bosham wastewater treatment works, leaving the Highgrove development of 300 homes unable to connect.
Following the visit, Jess Brown-Fuller said:
“It was valuable to see the investment at Summer Lane and the positive impact it will have on capacity and water quality in Pagham Harbour.
The Environment Agency’s findings show there is still more to do to ensure all sites meet the required standards. As development continues in areas like Highgrove, Bosham, we must take an infrastructure-first approach, making sure wastewater systems are in place before new homes are built.”
